In January 2026, the Ministry of Industry and Information Technology and five other departments jointly issued the "Guiding Opinions on Carrying out Zero Carbon Factory Construction Work"; In July, the State Council issued the "15th Five Year Plan for Carbon Peak Action", which clearly promotes the construction of national level zero carbon parks with high standards, introduces guidelines for the construction of zero carbon parks, guides new projects to cluster in zero carbon parks as a priority, and supports the construction of green power direct connections and industrial green microgrids.
